DOJ flouted rules in probing Trump-Russia leaks to reporters: IG report

Federal prosecutors skirted their own rules when they seized phone records from reporters while investigating congressional leaks to the media about the probe into possible Russian interference in the 2016 election, according to a watchdog report issued Tuesday.
